When the Whistle Glares takes place in the Capriles clinic, a psychiatric institution in Willemstad, Curaçao. The artists spent four months on the clinic site where they, together with patients and students of the art school Instituto Buena Bista, investigated how we can imagine a psychiatric clinic as a "normal" village. The film is an artistic interpretation of the groundbreaking Nieuw Dennendal experiment which took place at a psychiatric hospital in the Netherlands in the 1970s, and demanded for a more human approach of patients with mental problems. The result is a hybrid between a musical and a participatory documentary, which reflects on the definitions of 'us' and 'others' in the constructs of this specific community.
